Gregory Baxter, MD

President, Elliot Health System


Dr. Baxter is the President at Elliot Health System and Chief Clinical Officer at SolutionHealth. He’s been at Elliot Health System since 2003 when he joined to lead the emergency physician provider group, growing it to 17 physicians and ten mid-level providers by 2008. He was named Vice President of Medical Affairs, serving as a liaison to the medical staff, Elliot Board of Directors, and management. In 2009, Dr. Baxter was appointed Chief Medical Officer and has served in this leadership role for nine years. While serving as Chief Medical Officer, Dr. Baxter was also named Elliot’s Senior Vice President of Medical Affairs in 2011.

In 2018, Dr. Baxter was appointed by the Board of Directors as President of the Elliot Health System. Since 2020, Dr. Baxter has served as Chief Clinical Officer of SolutionHealth.

He has spent the last 18 years at Elliot dedicated to growing an extraordinary medical group, expanding needed clinical services, serving the community through the practice of emergency medicine, educating himself and the Board in the healthcare trends of the future and the potential strategies to allow for greater access and higher quality care.

Dr. Baxter is a graduate of Saint Michael’s College where he obtained his B.S. in Biology in 1991. He then attended the University of Vermont College of Medicine and was awarded his Medical Doctorate in 1995. Thereafter, he trained in emergency medicine at the University of Massachusetts, served three years as a flight physician on aero-medical transport services, and finished as chief resident in 1998. Over the next five years, Dr. Baxter was an attending physician at UMASS-Memorial Health Care before transitioning to Elliot Hospital in 2003.
